RESCHEDULED: Westminster Way road closure for 6 months

UPDATE; Work will now start on March 8th

As part of the Botley Road improvement scheme and in the interests of public safety it will be necessary for Oxfordshire County Council to close a short section of Westminster Way to facilitate Botley road improvement scheme repairs/works.

This temporary closure will operate 24 hours a day from 8th March – for 6 months.

The effect of the Order is to temporarily prohibit any vehicle proceeding in that part of Westminster Way from Botley Road to Arthray Road. Appropriate traffic signs will be displayed to indicate when the measures are in force.

Exemptions are included for emergency service, for Buses southbound, for the works and for access to premises which are only accessible from the closed section of road. The alternative route for traffic is via Yarnells Hill, Lime Road, Cumnor Hill or Arthray Road, Hurst Rise Road, Cumnor Hill

Access will be maintained for emergency service vehicles and for those frontages within the closure area, subject to the progress of the works and liaison with the works supervisor.

QUESTIONS:

We have raised questions with Savills who run the shopping centre and OCC. Savills were in touch with the Public Liaison and Traffic Safety Control Officer for the works who has provided the following answers:

Q – Access to West Way Square car park off Westminster Way

Regarding the access to the car park on Westminster Way, which will be in the blocked section of road. Are they intending for people to still use that to get into the car park, turning right only into it from Westminster Way, or will everything be using the Arthray Road entrance? This will need proper signposting.  

A – People will still be able to turn right / left on to Westminster Way to access the car park, as if you were coming from Cumnor Hill side or Botley Road. This means that delivery vehicles for Co-op / Premier Inn will still be able to access the loading bay as well, to leave they can drive up and turn right on to Arthray Road, or drive up and turn left to join the A34.

For people coming down Westminster Way, they will only be able to get as far as Arthray Road and will have to take that turning off.

Q – Deliveries for Coop:

Route is turning off West Way into Church Way, past Seacourt Hall, left onto Arthray Road, then left into Westminster Way to pull in on the left after the car park to Coop delivery bay. As you know, we already have ongoing problems with drivers not following instructions and going up Westminster Way and 3 point turn in entrance to Arthray Road which we’re addressing with Coop logistics’ team.

A – For delivery’s that enter the site via Church way, past Seacourt will have the option to either turn left to follow Arthray Road then at the end turn right, or turn right on to Arthray  and on to Springfield / Hurst Rise Road.

Savills have requested a meeting with the Traffic Officer to talk through the proposal, as they have highlighted the limited space  available due to cars on both sides of the road on Arthray and how this will work.

They will also seek confirmation of appropriate signage to be installed by OCC and once the plans are finalised and will also work with all the retailers and their delivery logistics’ teams as best as possible.

In addition, our County Councillor Judy Roberts is asking for the yellow lines in streets around the shops to be repainted to help with the parking issues.
